We are pleased to confirm that parcel services to the USA will resume from Thursday 27th November, following the recent temporary suspension introduced earlier this year.
The suspension was introduced in August 2025 after the U.S. Government ended the de minimis exemption, which previously allowed goods valued under $800 to enter duty-free. Under the new regulations, customers must provide detailed shipment information, including the correct HS Tariff Code for each item and its country of origin.
All goods, except gifts valued under $100, are now subject to import duties, which vary based on the country of manufacture. For example:
- Goods manufactured in the UK attract a duty of 10%
- Most EU goods incur a duty of 15%
Initially, postal operators worldwide faced uncertainty about how duties would be collected and what additional data and documentation were required. Guernsey Post has worked closely with Royal Mail to implement a Bailiwick solution that meets these new international customs standards.
What you need to know:
- Weight limit: Parcels can weigh up to 2kg with a maximum declared value of $800.
- Duty payment: Duties must be paid at the time of posting, along with a £1 administration fee.
- Customs declaration: When completing the electronic customs form, customers must provide the 10-digit HS Tariff Code for each item in the package and the country of manufacture (also known as origin) for each item.
- Exemptions: Gifts under $100 and letters/documents remain duty-free, but the customs declaration form and £1 administration fee are still required.
Complete Your Customs Form Online
To ensure smooth processing, we recommend that customers complete their electronic customs declaration online at home before visiting a Post Office branch. Forms can still be completed in-branch if necessary.
Need an HS Tariff Code? This FedEx lookup tool makes it easy to find the right code for your items.
Why is this important?
HS Tariff Codes classify your goods for customs purposes. Providing the correct code helps avoid delays, extra chargers, or returned parcels.
